Adding underline to bottom of header

Hi here is the old site i am trying to covert to betheme;

it has a line underneath the header but before the content on all pages here is my site

how do i add this?

You can move this line to the bottom with the following extra css only:

.menu-line-below-80-1 #Top_bar:not(.is-sticky) .menu > li > a::after { top: 100% !important; }
