There appears to be something wrong with the install or css.

What can I do to get this fixed?

Sometimes other plugins load css and javascript files that unnecessarily load in areas they shouldn't.

Your screenshot reminds me of something like that.  Have you tried disabling plugins to see if one of them is causing this effect?
