How do i build a full width banner with text in the header image. I need the banner to shrink based on the device it is being viewed on

Hi,
we have only one header where you can use banner and you can see this example at
http://themes.muffingroup.com/betheme/home/press?mfn-h=stack,magazine&mfn-min&mfn-o=ff0000&mfn-c=one&mfn-f=Lato&mfn-l=press
It is unfortunately not possible to use other header with banner at this moment. Thanks for understanding!
