Sidebar options: Difference between Layout and templates

I will need to create about 15 pages like this one http://themes.muffingroup.com/be/business/offer/. I can clone the pages and edit from the pages section but I was thinking if I can use a template or layout to keep in the new page the information about "Stay in contact with us" and if I edit the template the information of stay in contact with us will update in all the pages. Is it possible with layout or templates sidebar options?
