Favicon displaying with white background

I created a round favicon and the background was transparent. I transformed it from .png to .ico but the transparency isn't working. When I open different windows you can see a white background. how can I let the favicon displaying as a round icon?

This need to be done in graphic software like Photoshop because we do not have any impact on how favicon displays.
