Rolling Risk Warning

I need to create a 'rolling risk warning' (i.e:fixed pop up) for the website I am designing. 

Could you advice me on the best way to do this on Betheme? 

Here of the sort of thing I mean:

I wondered about using the 'alerts' shortcode but wasn't sure.

you probably need to look for a plugin because we do not have anything like this included into theme.
