One Page Scrolling on link (#id) is working But scrolling effect is not working

I am facing issue on below URL. I am tying to make few link to work as one page link (Id base), Links are working but scrolling effect is not working and page is just jump to that section with animation.

Please suggest me what I am doing wrong.

Hi,

as we can see, one page scrolling works smooth. We didn't noticed anything wrong related with that effect.
