Changing Blog Post Layout Does Not Work, Changing Button Colour Does Not Work

I have a few questions, PLEASE HELP  

I have changed the blog post layout but it wont save.

Is there a bug in this version? How do I fix it?

Also how do I change what is

• How do I change the appearance of the blog post, I want to change the background of the top striped bit.
  
• How do I assign a default top slider to all blog posts?
