i have mainmenu with submenu items.

on hover i can see the subemenu items.

how can i dissable that sumenu items are shown when i hover?

cause i load sumenu in widget area.

If you want to disabled sub-menu, please remove sub-menu items under Appearance > Menus section.

My menu in the action bar doesn't drop down when you hover over it. How do I get it to drop down?

Menu in the Action Bar is simple menu type and does not have drop-down.

i dont want disable it … just disable it on hover …

e.g. main menu should not have drop-down.

cause i load submenu items in the widget section.

Ok. So to remove sub-menu items completely, please use the following css:

#Top_bar .menu li ul { display: none !important; }

If you want to apply above css for just homepage, you need to add .home class before above css.
