Child Theme Style Sheet

When using a child theme all changes have been added to the child theme styles.css however when making new changes they do not take effect and will only work if placed inside the theme options custom css area. This was not happening before. The parent theme is up to date.

The theme is not reading the child theme .css anymore it is only reading from the theme options custom css.. thats not how its meant to work...
