Mobile Header not resizing

Hi, I am trying to load my header image but so that it looks okay on a mobile.
I am using Betheme Forest as a template http://www.agritech.world

No matter what I try I can't seem to get the optimised version to look okay on a mobile.

Please can someone help.

Hi,

backgrounds made with css are not responsive and never won't be because it's technical problem between being responsive and css itself.
