An option to have the animations on scroll continuous (not only after page refresh)?

Is there an option or possibility to have the animations on scroll continuous? I mean not only when you first scroll down and reach the animated section or after page refresh, but all the time...let's say if you scroll back up to one section, the elements to have the same animation. Or probably a fade out animation would do the job.

I'm kind of new to the theme and I just wanted to know if there's a way for this from the admin...I wouldn't be surprised
