Change colour of header menu

Why can't this be easily changed? I changed the header background section under colours but this doesn't seem to affect my page at all?

If it doesn't seem to affect then maybe you are using one of pre-defined colors instead of custom skin? Please notice that custom colors works only with custom skin.

I can confirm that the theme skin is set to 'Custom Skin' and that every single setting under colors > header is equal to #FFFFFF. Even though it shouldn't matter, I also changed every single other colours page to #FFFFFF. The header is still blue despite me seeing no reference of this color anywhere!!! infoview.com.au/dev

As we can see, it's background image which is located under Theme options > Custom CSS & JS > Custom CSS section:
