Menu won't appear unless I refresh the page

I installed the Taxi theme and edited couple of things, but when I open the page on Internet explorer or chrome it won't show the top Menu or the Localization area where the map is unless I refresh the page. Can you tell me what to do to fix that issue.

as we can see, you have no menu set and that's why it does not appear.
