Action Bar - Adding Pop-Up Function to Slogan Field

Hello.  We are attempting to leverage the Action Bar for our Login (Pop-Up).  Though, there appears to be limitations (i.e. field restricted to <a href=#</a>).  With that being the case, do you know of any quick work arounds off the top of your head?   Please feel free to reference waltsupplyco.com.

this requires files customization and can be done under includes/header-top-area.php file.
