Scaling Background Image Full Page Width to specific Viewport

Can I make the Background scale like? Maybe even separate my background into elements that float Left (blue lines) on one side and then Float Right (womans face) on the other but when the Browser window is resized it scales those images and lets them Overlay the elements or just scales a complete Image to a certain viewport size before it starts to cover the image? Then the menu would be a Column Element with these items behind it.
