For some reason my fixed, cover background is no longer "covering."

I haven't touched the site in over a week, but when I went back to the site to start working on it again, the background function stopped behaving properly. I have this set right don't I? For the background to fill the browser, and stay fixed in one place so that when scrolling the content just scrolls over the set in place background image. No?
