My action bar disappears on mobile and tablet. Is it possible to leave it displayed?

The site is locally under Wamp.

Please let us know when your site would be online because we need to have a look into code as there might be many different reasons why Action Bar does not appear and only after further checking of code, we would be able to tell you what's the reason and how to sort it out.
