Header image not showing

I'm working with the theme locally using Webmatrix and I followed the instructions very carefully. The one thing I'm stuck on is getting the header images to show up. I've tried all of the header options, specified which image I want to use in the theme options, and I've even tried setting the header image on individual pages using the "featured image" option but the image doesn't show when I reload the page and clear the cache. I am able to change the background color of the header in theme options, but can't set the image.

Any suggestions?

    we really would like to help but until your website is not online we can't. You have described all possibilities above and if non of them won't work, then without access we have no idea what else could be the problem in your case.
