How can I change the scrolling bar to look normal?

How can I modify the scrolling bar so it looks normal, like what you can see at www.progressive.com? My website is www.2ndchanceinsurance.com.

To turn off fancy scrolling, please turn off "Nice scroll" option in Theme options > Getting started > General section.
