What is the CSS to make this image responsive within the wrap? 

'Cover Full Screen Only' Crops part of the text out.. 

On my laptop is fine.. On my 28.5 inch 4k adds margins/padding to left and right..

Hi,

the background you are talking about is a css background and such elements are not responsive and never wasn’t. This has completely nothing to do with the theme and it’s a technical problem between css and being responsive.

Okay. This doesnt tell me how to solve the problem? What do i do? Who do i need to hire?

This is a technical problem between being responsive and css backgrounds and nobody won't be able to help you. You can check any other site in the web with css backgrounds and you will see that none of them are responsive because simply can't be.

and still be able to put content on top of it..

The whole point is that it's not possible to put such image as not css background and still have a content on it. It's just technically impossible.
