iOS Safari and Chrome Responsive Mobile Style on iPhone Never Updates on Refresh

How can I ever see what is the new style on mobile devices (apple in particular) when I can't see changes when I refresh and force quiet and do all I can to see updates, works fine on desktop iMac but can't see any new changes on Safari or Chrome on iPhone.

Homepage has updated eventually, but no others, very odd.

    So you know my issue, all changes I make on the desktop work fine on browsers using the desktop but despite doing all normal things (everything) to see updates on mobile devices, the homepage is fine but the rest of my pages (even after refreshes, turning phone off, deleting cache, etc etc)  just stay the same, old links, old menus, old style, nothing  on these pages updates ever, this is an oddity I have never faced, please advise.

    do you use cache? Such weird things usually happens when cache is being used.

    Nope not at all, its sorted now but then as I update I am again left well behind on iPhone on updates i do since, so this is very odd, I know all about cache but this seems strange.

    That's very odd then to be honest. Few times we met with cache directly on server end so this might be place where you can look.
