Tabs within Tabs

I am trying to create a horizontal menu for application names: Client Center, Managed Agent, etc.  I would then like to slice body of those tabs into 1/3 and 3/5 with an image in the 1/3 and a vertical tab set in the 3/5.  When I try to but the shortcodes inside of the tab content it won't display.  Is it possible to make this work?  Sample of what I want the content in tab to look like https://www.noverusinfinity.com/install
