Disable hovering on images

Hello, in my site here

https://www.kog.it/sito/news/

when I hover on one image, I get an overlay like this one

so I'm asking how can I disable both of them.

Hi,

all hover effects for images can be disabled under Theme options > Global > General > Image Frame section.

I've seen thanks, but I cannot completely disable it and I'd want to do that. Maybe through CSS?
