Contact form 7 popup in pricing item Button link

Hi!
I've put contact form 7 shortcode in a popup in Button link in a pricing item. Like this:
[popup title="Title" padding="0" button="0"][contact-form-7 id="199" title="Bestillingsskjema"][/popup]
That did not work. How to place a functional popup in Button link for pricing items? I want the form to popup when user push the button. Further I want to fix padding in the popup window.
