Image Sizing Issues

I'm having trouble create uniformed image sizes on this page: 

http://www.punchlist.net/project-spotlights/

The goal is to have the images sized at 400x250 such as the top Aimco image. 

I've uploaded an image that is sized 400x250 for the Benchmark Construction image, but it's appearing as 400x230 - why is that? 

I have gone into the image box and set the optional image height and width to 400x250, but that doesn't seem the have an impact. Any ideas?

Hi,

Go to theme options>blog,portfolio&shop>featured image and set the size there.

Remember to read the notice at the bottom regarding thumbnail regeneration.
