How do I re arrange the comment form?

Where can I edit the way the comment form appears? I want the name and email to appear first before the comment box and add a few texts around it. Just let me know what file to edit

Sorrry but this is not possible, you would have to edit the files and change this in the code.

I wanna know WHAT FILE to edit.

We use the standard comments.php file that comes with wordpress. You can find more information on google since we do not change this in any way, only attach it to our templates.
