Active link menu background hover not working - Window less than 1728px width

I am currently using Betheme (BeArchitect) theme as a base for a website build. I have one question in regards to the menu and the active link menu background option.

The website uses the "Empty: Subpage without Header" style for the navigation header and a drop down menu in the top left area. When this menu is open and I move the mouse over the different menu options, if my browser window is wider than 1728px the menu hover function works correctly and highlights each menu item as I move the mouse over them. If the browser window is under 1728px wide the hover change colour does not happen and only highlights the active page I am viewing within the menu.

I have checked this on one of your Betheme demo themes on the following link and this is the same - no active hover change of colour if screen is less than 1728px wide. LINK: http://themes.muffingroup.com/be/pr/

Can this be corrected to allow the hover change to show at all browser window sizes? If so can you advise how?

If internet browser window is wider than 1728px then menu functions correctly. If window is smaller than 1728px then the menu hover action does not work and only highlights the page being viewed and not where mouse is on menu item.
