Can We create Login and Signup option on theme = http://themes.muffingroup.com/be/store/ 

Where if it is an online shopping site , a customer can use the backend panel to see his past orders and re login or signup with email and Phone number

This would be a standard wordpress function to implement user login/signup functionality.

When it comes to a user panel, you would have to use some plugins or custom code to implement woocommerce functionality. We do not offer any plugins to do that.
