How do I setup a top phone/ social menu this the one in this mockup?

Hi,
First you have to enable the action bar in theme options>menu&acton bar>action bar and type in the numbers and emails, like so: http://prntscr.com/fdpat1
To enable to social icons go to theme options>social and fill the ones you need, they will appear automatically.

Now I'm using an image in the footer "Call to Action" using code:

My issue is, the image is not resizing for tablet and mobile, just getting cropped off...??

Please add a width:100% to the image, like so:
