Blog Comment Button is hide

Hello,

Example URL: https://www.naturheilzentrum-allgaeu.com/2016/12/09/vorbeugend-gegen-herzinfarkt-und-schlaganfall/ 

Only registered users can see the comment send button. Normal visitors not? 
Anyone with a solution or know why this problem is caused?

please go to settings>disscussion and change the options there

There is also the option to enable/disable comments on each page. Edit the page and go to screen options, enable disscussions: http://prntscr.com/fq2lfq

Then scroll down and you will see the option there.

All is set. But the button is still not visible. 
On the right edge there is a small orange button, so theres a css problem i think? 
Can you check that please:
