PHP Time Limit and PHP Max Input Vars

The BeTheme dashboard page says that the PHP Time Limit is 30 on my server and should be at least 60, and the PHP Max Input Vars should be at least 5000 but mine is set at 1000. When I called for support to change it, my ISP support says the PHP Time LImit and the PHP Max Input Vars can't be changed on their end and they don't seem to know what it is nor can they help me to change it on my end. Nothing comes up when I search through the forums. My ISP is Hostgator, and the only way they said these things could be changed would be if I upgraded to a much more expensive hosting plan. Any other ISPs I should consider? Is this change important?
