Is there a way to create a  responsive menu similar to: http://www.hongkiat.com/blog/progressively-responsive-navigation-okaynav/ ?

You can use the overlay menu in theme options>header&subheader>header. But this will only use the responsive menu. There is also the side-slide menu that you can set up in theme options>responsive>header
