My site has suddently ceased to be responsive.

Hi, all was well until I changed...  nothing that I can think would stop it from being responsive yet suddenly, it isn't responsive on mobile phones.  It is a bit responsive on my PC if I make the window narrower but on a phone I get the desktop site with the desktop menu and every thing looks just like it does on the desktop browser only a lot smaller.

Also I have the issue where BeTheme options won't appear unless I click the 'Save Changes' button first.

Any help gladly received!
