Using "move up" makes content unclickable?

My header on this homepage has a "schedule a consultation" hover color button that is on a lower section and then moved up to overlap the top section using the "move up" option. I'd expect with this option that the section being moved has functionality at the top level of the z-index. However, this hover color button is buggy. Is there code that will tell it to respect the link function of hover color button?

Also on this same page, no matter what option I choose, auto, cover, or contain, the bottom c2a gets cut off. I wonder if this has something to do with the move up feature also?
