how is possible to have a background with dotted effect for Images or Video, as in the Header video of the Upholsterer templete Homepage?

or in this other website, http://www.naxaf.com/    where the dotted  background effect is visible also from Mobile?

ok, so no way to add a mask, background or something similar like that, it must be added directly at the video or image, right?
