Section Background video is not playing correctly on all devices

Hi 

I have set a background video for Section , 

& Uploaded both .mp4 & .ogv formats But still the video is not playing in some MAC books (in safari) , Ipads & Most of the apple and android mobile devices . 

I want the background video to play automatically in all devices , If it's not possible on mobile & other devices where the video is not playing I want at lease a play button for the users to click to play the video. 

How to I solve this issue.
