Collapsing menu

How to
create a collapsing menu and still keep the menu bar fixed before scrolling the
screen? Everytime I switch on to the collapsing menu, my fixed menu bar fades
away.

It should looks like this website http://www.kurz.de/en/ when you minimizes de screen and the menu switch on to the collapsing mode.

Sorry but I do not understand, the menu does not fade away when you scroll.
