Sidebar Menu Widget Missing

Where do i add the sidebar menu like on this page (http://themes.muffingroup.com/betheme/pages/dual-sidebars)? I looked in the Widgets area, but there are no available widgets for sidebars. And there are no sidebar widgets on the right side of the Widgets page either.
