you can change the background with this css

@media (max-width:767px) {
	#Wrapper header#Header #Action_bar, #Wrapper header#Header #Top_bar  {
		background:red !important;
	}
 }

Try this, paste it in the begining of the custom css and remove the previous one.

@media (max-width:767px) {

You can disable it in theme options>responsive. You will find the option to hide icons &action button.

It falls behind, because you have too much data in the action bar. Either remove the slug
"Have any question ?" or remove some items from the list.
