How to add a Individual Menu for the Action bar?

the reference wwould be this site https://www.4selected.de/ (not my site)
this site has a whole persolized action bar, where are the settings for this? i can't find them

Hi,
the left side can be changed in theme options>menu&action bar>action bar
The right side is reserved for the social icons but you can replace it with a custom menu in appaerance>menus>manage locations
