Is there a way to put a contact bar on top of the menu for all pages 

ex: http://www.aabs.allamericanbasketballschool.com/

We do not quite understand, you do have an action bar enabled with contact information right now.

That is an example of what I want. My site does not have that and I want to add it

Hi,

It's an Action Bar, please go to BeTheme > Theme Options > Action Bar

Turn it ON and fill the fields you need.

You can't have Action Button while you have Creative Header but,

instead of Action Button, you can have a Banner which can be modified as you want.

Theme Options > Header & Subheader > Extras - bottom of the site.
