PHP Time limit and Max Vars recommendations?

I've been recommended by the theme. How and where can I change this to fit the requirements?

PHP Time Limit 30
Minimum 60 is required, 180 is recommended.
PHP Max Input Vars 1000
Minimum 5000 is required

Hi,
this can be changed in the php.ini file but we suggest you contact your hosting provider and ask them to increase those values. Most times they have to do it anyway.

I just purchased the theme and I had this issue come up so I contacted my host (bluehost) and they told me to contact the designer of the theme. Does anyone have any suggestions?
