Link Scroll Issue

I have added the "Icon Box" items to a section of my website, and I have an image I am using with a link to further down the page.. set as Scroll.  It does at first scroll to the linked item, but then it acts as though the website is reloading and re-scrolls to that spot.  How can I make it just a smooth scroll to that item just like a Menu link does without the page trying to reload?

Sure... it is www.balparkmedia.com   (very early stages).   As an example if you click on the Classic Mode icon.. it will scroll to that section, but then it will also re-load the page.

This happen because you used full url for those buttons instead of just #url
