I am using the Split Menu header style, whereby I need a secondary menu to show menu items on the left and right of the centered logo. However, the right side (secondary menu) goes away on mobile. Is there CSS to display this under the main menu on mobile?

there is no possibility to display it on mobile. You can set another menu on mobile (custom menu) in theme options>responsive>header.
