Problem with installation

Hello:
It is my sixth time installing and using BETHEME and at this time I had a problem to never before I had.
I attached three screenshots with the problem to I have now. I have a Warning message in all steps (in the plugins installation, after the installing a pre-built theme and, when I go to the page, I have anything. So I think, something doesn´t work and I need help for to solve this issue, please.

Hi,
this is very weird, what we can suggest is reinstalling wordpress and betheme first.
If this does not help, contact your hosting provider.

Ok, I installed WP and BEtheme but I had the same problem.

Why should I contact hosting provider? For What?

Show him the base64 function error you got. The server is blocking this function.
