Use action bar like a normal menu?

Good evening,

I am using my social menu as a normal menu, however this menu only appears when I select "customize" in wordpress. When I load the page I can see it load and disappear emmediatly again. I have set the social menu top as the menu I would like to use. To make it more clear, I have added 2 images. Can you please help me?

Im sorry my hostingcompany has only gained my IP adress permission to enter the website. Here are the screenshots:

Sorry but without url/access we are not able to check what happen because those images doesn't show anything.

Can I ask for your IP adress so I can ask my hostingprovider to give you acces to my url?

Sorry but we don't have static ip. Our ip is dynamic and change every 10-15 minutes.

I underestand. Than maybe do you have custom CSS for "always show action bar"?

But there is no css for that. If you activated action bar, then should be visible as default. Maybe is hidden under admin bar which is also black and is also at the top of website? We think this is it so please deactivate this top admin bar and check then.

Thanks for your help and suggestion. I tried that, unfortunately without result. My it company will give acces to the website on monday and tuesday. I've sent my login details to your inbox. I'd be happy if you could check it.
