Make sticky Action Bar during scroll

Hi,

I need put Hotline content, include text, phone number and call button on the position as Action Bar. But I need it always visibile during content scroll down (like Sticky Bar), and event always visible as Floating top bar.

this is only possible when choosing the fixed header style in theme options>header.
