Custom Skin & Action bar color not working

I set my theme to custom color skin and set new color for action bar but nothing changes.  The action bar color stays the same.

    As we see, you use default theme menu and with this one it is not possible to change action bar background color from muffin options because this section is transparent. However you can do it using below custom css: 
    #Action_bar { background-color: #000; }
