Action Bar Background color not changing

I have gone Theme Options -> Colors -> Action Bar and changed the background and text colors as shown below.
Saved, refreshed my web page and still the colors did not change.

this is because you have selected a color skin in theme options>colors>general, disable it or you will be not able to change individual colors.
